Position Summary:
We are seeking a strategic and hands-on Human Resources Manager to lead our human resources function during a period of growth and transformation. This role will oversee our Professional Employer Organization (PEO) relationship, manage full-cycle recruiting, drive staff recruitment, and ensure a seamless onboarding experience for new team members, coordinate external HR consultants, administer reviews and handle HR administrative tasks, Will manage administrative staff and coordinate and collaborate with external PEO and senior consult HR staff. The ideal candidate is proactive, detail-oriented, and passionate about building a strong, values-driven workplace.
Essential Job Functions
• Works with management to develop and implement a HR plan with objectives and strategies to support the business. Plans, organizes and controls all activities of the department, including developing department goals, objectives and systems.
• Identifies, develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow.
• Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.
• Collaborates with management, accounting, sales, engineering, and operations to develops and implements a HR plan for the business including recruiting training, and developing staff.
• Design and execute onboarding programs that foster engagement and retention
• • Ensure new hires are equipped with tools, training, and cultural orientation
• • Continuously improve onboarding workflows and documentation
• Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary.
• Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews.
• Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational charts and employee directory.
• Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
• Ensures compliance with all federal, state and local employment laws.
• Performs other related duties as assigned by management.
Qualifications
• Bachelors Degree (BA) from four-year college or university (Human Resources, Business Administration, or related field).
• SHRM-CP or SHRM-SCP a plus. SHRMs Talent Acquisition Specialty Credential a plus.
• 5+ years of HR experience, and recruiting
• Strong knowledge of employment law, HR best practices, and compliance
• Excellent communication, organizational, and interpersonal skills
• Experience in energy, engineering, or technical industries a plus
• PEO oversight highly desired
• Outstanding written and verbal communication, active listening, and interpersonal skills
• Strong attention to detail with excellent analytical and judgment capabilities,
• Ability to effectively work independently and in a team environment with multiple concurrent deadlines.
• Proficiency in Microsoft Office 365 Suite, ADP Total Source, Word, Excel, PowerPoint and Outlook, Adobe Acrobat/Reader.

• Bachelor's degree in Human Resources, Business Administration, or related field required.
• A minimum of five years of human resource management experience preferred.
